I'd first try adding a fatty acid supplement to his food. There are
several on the market (e.g., DermCaps, Dream Coat, Linatone, Lipiderm,
Veterinarian's Best) in either liquid or capsule formulation, depending
on what's easiest for you and what your dog will accept. (For example,
I have a picky eater, and the only liquid he tolerates is the Vet's
Best.)
Some coat sprays will make the coat oily, and some are best used as an
after-bath conditioner. (HyLyf EFA makes a great after-bath spray.) For
daily use, I'd look at the Veterinarian's Best moisturizing coat
conditioner. Very light, extremely low scent (one of my dogs can't
stand anything perfumey, and I can't say as I blame him), and won't
leave the coat oily.

Am not sure why your vet might have recommended mineral oil.

One of the worlds most well known vets in the area of skin is located in
Tucson. Real nice guy named Lowell Ackerman. He wrote the book on skin
disorders, literally.

what they heard is not necessarily what the vet said. Someone could easily
have heard "oil" and somehow extrapolated "mineral oil" from that. Not too
big a stretch at all.
