We are in the process of adopting a dog from the local humane society.
The dog we are most interested in has exteremly large hanging nipples
from past pregnancies. They say she recently (2-3 months ago) had a
litter of pups and then the she was fixed. They can not tell for sure
that the nipples will decrease in size or not. Obviosly this is not
going to be a factor in our decision but wanted to hear some responses
on this condition. Also, is there any treatment?

It sort of depends. No, there's no real "treatment" as in some sort of
medical cure. However, depending on the number of litters she's had,
they should decrease markedly in size once you get her home IF you
exercise her and keep her fit. And I mean fit, not pet dog fit. Pet dog
fit is fat but takes a walk on leash a couple of times a week. Fit is
athlete fit. The better her muscle tone, the less fat she has, the
smaller the breasts will become.
