Pitbull out in the cold

My neighbor has this dog she doesn't want. It belongs to her son.
Lasts night it drop to 23F. The animal is always outside how cold can
it gt before the animal start to suffer?
what can I do?
If I call Animal rescue the neigbour would retaliate. It the type of
city I live in.

Where I live if you call anonymously all they do is send out a letter.
They don't even go out there to see what is going on. Total joke!
I have a neighbor who feeds some ferals and they are not well and not
spayed. They have kittens under her trailer, get sick and die. You can
smell it from the next trailer. Nobody will come out. They told me to
trespass and take pictures then send them to Animal Control. I've
already been told to stop trespassing by the management. I steal the
babies when I can and find them good homes but it's just a vicious
circle since nobody will stop the babies from being born.
