my cats got an itch?

Our cat has a strange itch that seems to come and go in severity based on
the weather. When it's dry she has this itch on her back side she can't
seem to scratch. She jumps around trying to get away from it. She also
tries to bite at it without any luck. It helps if we holder, but not
always. The vet says it's fleas, but we have been using a flea comb on
her for almost two years and have never found even one flea. When we got
her several years ago she had fleas rather bad, she didn't mind them that
much. We used the flea comb and were able to get rid of them. She never
gets outside, so it seems funny it would be fleas.

Has anyone ever had a cat with this problem? What did you do? Any advice
is welcome.
