When I lived in NYC I bought Figaro tuna all the time for my cats.
This was a long time ago, and maybe the product has changed,
but back then it was good quality and my cats loved it.

A good low-ash cat food should not contain more than 6% ash (based on
100% dry weight). Magnesium in a low-ash cat food should be no more
than 0.1% and no less than .05%. Try to avoid by-products. Get real
chicken, beef, lamb etc. Some say fish is suspect relative to
FUS/FLUTD.

My cats like it. The fact that your cats won't touch isn't necessarily
indicative of the fact that it's substandard.

As for Figaro, it seems to be on par with any other canned cat food
made up out of ground-up Haitian boat people.
My cats like dark meat, so they dig Figaro.
