String embedded in foot?

We recently found a cockatiel, and noticed that it has a problem.
Somehow, he got one of his feet tangled up in a string and is unable
to use one of his claws because skin has grown over top of the string
(it has become embedded in his skin). Is this something that we can
take care of at home (and if so, how) or should he be taken to a vet?
We're just trying to avoid a costly bill at the vets if it's something
that we could take care of at home.

removed all the way without infection
