How the British Cover up nudity

I found the way that the Sun decided to cover up the nudity in this
photo quite interesting. The Breasts really aren't covered that much.

But they do feel they need to cover up the bottom part of the front of
the women.

That's because the is the somewhat less repressed Britain, boobs are
OK, genitalia is another issue altogether. There never would have been
the 'Nipplegate' hysteria here in Britain, it would have been a huge
laugh, not the farce that happened in America.

Streakers appear on the sports fields from time to time, but instead
of shutting down the broadcast the commentators actually commentate on
the streaking, one infamous streaker is remembered to this day, Erica
Roe's appearance at Twickenham has been immortalised, Google it!

But wouldn't you see the genitalia of the streaker so wouldn't the
streaker be offensive to the British?
