I don't think a new group is necessary, though. As I look through
rec.music.misc and alt.rock-n-roll, I see essentially the same things.
Indeed, many of the articles are cross-posted to the two newsgroups.
If we could confine all the non-metal rock music to rec.music.misc, and
post metal *only* to alt.rock-n-roll, I think that would work just fine.
Or the other way. My point, though, is that right now, there is
absolutley nothing to distinguish one newsgroup from another, so all we
really need to do is clarify the distinction between the two groups.
One is for metal, the other is not. One is for nonmetal, the other is
not. Make sense?
Let's make it so. I intend to post any metal exclusively to
alt.rock-n-roll, and my other interests, such as Amy Grant and Michael W
Smith will be posted to rec.music.misc.

I think the problem with this is that all sites don't get both
newsgroups (esp. alt.rock-n-roll). This would probably leave many
people out of the discussion of metal. Otherwise it's an excellent
idea. I think I'm in favor of a new rec.music.metal newsgroup.

As John said, there's no point in discussing things further here - and
*certainly* no point in voting here. To stand any chance of getting the
newsgroup created anywhere but a machine you administer you should move
the discussion of whether to create the group to news.groups, and not hold
it here.
To start things off, it seems usual to post to news.groups with a subject
something like: "Call for discussion - creation of rec.music.metal", then
start the discussion off by giving reasons, proposing the scope of the group,
whether it should be moderated, etc. etc. After some time (there's quite a lot
of discussion about how long this should be - but 2 weeks seems about right)
if the discussion seems to have come to an end - you should post a call for
votes to news.groups (& anywhere else you think be might appropriate, e.g.
here, alt.rock-n-roll etc.). The call for votes should really come from
someone who is prepared to count them (received via email - so you should have
your own mailbox). After a (thirty day?) voting period, the result should be
posted, and provided you've got a 2/3 (??) majority, and at least 100 votes
for the creation of the group, it should get created in due course (nb this
could take a couple of weeks for some sites).
I'm not going to post the call for discussion - as I'm not *particularly*
bothered about it, but that doesn't mean you shouldn't.
As to saving all the postings, I'll save anything posted to news.groups
with the metal somewhere in the subject line, PROVIDING someone tells me
how (I would guess a line a kill file something like /metal/s metal.digest
should save them all to the file ~/News/metal.digest - but I wouldn't like to
bet) If it can't be done automatically, then I'll try to do it manually, but
I won't guarantee to catch 'em all! I am *not* prepared to save articles
posted here which are discussing the creation if they arrive here after a
call for discussion has been posted in news.groups (God knows this group is
congested enough).

No, they can definitely *not* count you as a vote. Posted votes do not
count. Votes have to be e-mailed to the person who is counting the votes,
and the net "guidelines" specifically state that posted votes cannot be
counted.
