Silence o/t Lambs w/... Chris Isaak?

Just saw Silence of the Lambs last night, and really enjoyed it. During the
final credits I noticed the role of SWAT Commander was played by Chris Isaak.
Thinking back, I seemed to remember that the Commander was an older guy with
an almost-handlebar mustache. So the way I figure it, there are three
possiblities here:

1. The Commander was not the character I remember, the part was played by
Chris Isaak (the singer) and I just failed to notice him.

2. The character was played by a different Chris Isaak.

3. The character I remember WAS Chris Isaak the singer, and they just
did a fantastic makeup job.

I'm guessing its probably number 2. Any other ideas?
Did anyone else notice this?

The commander inside the building, with the moustache, is not Chris
Isaak. In the first shot outside the building as the SWAT teams
arrive, just when the ambulance has pulled up, there are three SWAT
men getting ready to go in, one of them says, "Okay, let's go" or
something, THAT person was Chris Isaak.

So I guess this falls into Category 1.
