The song is "If You Wanna Be Happy", written by Carmela T. Guida, Frank
J. Guida and Joseph F. Royster. It was originally recorded in 1963 by
Jimmy Soul (real name: James McLeese) for S.P.Q.R. Records, which
version charted for 14 weeks that year, 2 of them at #1.

I don't know where that 1981 cover version was a "hit", but certainly
not in the U.S., where it never charted and got little or no airplay,
appearing only as a track on the "Shaddap You Face" album (the title
song of which reached only #53 during its 14 chart weeks, the album only
to #181 in its 4 chart weeks).
There were other cover versions of the song recorded by Kid Creole & the
Coconuts and by Barnes & Barnes, but there is no question that it was
the Jimmy Soul recording being played on the oldies station mentioned
above.
