I have seen notation for a 'repriano cornet'. What is different about
this position verse lead, 1st, 2nd, 3rd cornets.

It's repiano... here's what someone else had to say -

In Dennis Wright's book Scoring for Brass Band page 27 he says ..
"repiano, a distorted form of ripeno 'supplementary'"

In my experience, repiano often doubled the flugelhorn part in British brass
band music, though sometimes had its own line.

Often it is similar to the solo cornet part.
Its a strange part by all accounts.

It is a "solo" part in that it sometimes gets solos or duets with the
soprano Eb cornet. I think a loose rule is that you'd put your 3rd
best Bb player on rep, after 1st and 2nd tutti cornets. I've played it
quite a lot, it's a fun part to play - not as hard as tutti or sop and
with some occasional solo phases.

If you want to read more about the repiano cornet part at it's use
in brass bands, read www.bandsman.co.uk/writing.htm

Don't write below low C for cornet? I do see your point. There are
too many who can't play below the staff well.
