Well I don't think this is it ??? - But Billy Joel does a tune
called "Uptown Girl" and he usually uses a fair amount of piano in his
tunes..... Here's his lyrics...

You got it wrong. Yes Billy Joel did write Uptown Girl, but this one is
different.
It was performed by one of the Randys - Edelman, Newman, Van Warmer, etc. I
am 90% sure it was Randy Edelman.
I agree that it is a good song with a nice piano arrangement.
