The original has no pedal markings. The Willard A. Palmer edition (An
Alfred Masterwork Edition - Alfred Publishing CO.) suggests pedaling
according to Mikuli (on the first page only). If you cannot find a copy, I
could scan it and e-mail you the first page.

I will give you some details but first, let me tell you that pedal markings
are generally helpless because there are many different ways to use it and
there is only one symbol for pedal on music sheets.
Pedal is essential in this etude, not to hide wrong notes you could play,
but to make the sound not too dry.
You should alternatively practice with and without pedal to have a regular
sound.
In this etude, I would recommend to use the pedal each time you have plain
chords on the right hand, to make it sound louder and less dry. But keep
your fingers on the notes the longer the better. (A tip: before starting
playing the first note, push the pedal down to prepare the first chord).
Then, to reinforce the legato on the left hand (for the motive of the first
bars), I would suggest to use semi-pedal on each beat (semi pedal = half way
down).
When you play arpeggios on the left hand, change the pedal each time you
have a changing harmony on the left or on the right hand.
With this recipes, I think you can play a least 90% of the piece. But if you
feel like making the sound brighter from time to time, you can choose not to
use the pedal, and every time you feel the sound is too blurred, change the
pedal more often. That's personnal performance.

I am aware of two different symbols for pedal in sheet music. The
older one indicates the application of the pedal with "Ped" and the
release with a large asterisk. A more modern (and superior, in my
opinion) marking is with a line below the LH stave showing the pedal
"clears" thus
