Sounds familiar! I had a problem with a Sound Galaxy Pro 16 card which
came bundled with my Packard Bell computer; first I had to run the
soundcard setup program (after discovering which it was!) then I could
only play MIDI files - recording them resulted in many errors. In the end
I gave up after reading that the joystick port had been factory disabled
as there was one on the motherboard. Which doesn't work! (If I've made a
wrong assumption hereplease tell me!)
Anyway, solutions could be... check the MIDI mapper in Windows control
panel to see where it's sending its signals... run the sound card setup
program and enable the port/change the interrupts... check that the
drivers are setup right from Control Panel/drivers...
Now what does this have to do with pianos...? ;-)

Well, not to tell the truth here or anything, I used to work at MV,
have LOTS of experience with the PAS16. The MIDI FIFO (buffer) on the
thing is fundamentally busted and typically results in lots of hung
notes. Which is not your problem but I just thought I'd mention it.
The MIDI mate is a breakout box that connects to your joystick port and
makes MIDI in out & THRU available. I believe that there's a Creative
Labs Soundblaster MIDI port that's functionally equivalent. One from
other mfrs may or may not be.
Yes, double-check MIDI mapper, and any local device configuration menus
for your sequencer to make sure that PAS16 MPU-401 (or something
similar) is selected for MIDI in. It will certainly work, maybe just
not well for serious stuff. Unless stcuk notes is part of your
compositional approach.
