Is there a pocket tuner that just generates the exact tones of the six
strings, or even just one tone, that of low E? I could make one using
an octave generator chip and a handful of parts, but I was just
wondering if there is one you could buy?

Yes. It`s made by Farley`s, costs about $10 and GC has them in stock.
