maybe by using a heavier pick or holding the pick sideways a little
bit? the picks i'm using now are already pretty heavy, the d'andrea
standard pro-plec.

One not-so-obvious part of his tone is that he always runs a Rat
distortion pedal in his chain, with the gain turned all the way down
to act as a mid range boost. Perhaps that boost is enhancing the pick
attack that you're hearing.
he uses a compressor
At the time of this interview he was using a Dunlop 207 which is
thicker than any pro-plec that I know of. Not to say that he doesn't
use effects too. That pick actually has a fairly muted unfocused
attack, to my ear, FWIW.

It's much simpler than that. The effect you are talking about in "How
Deep Is the Ocean" on "Intuit" is just Kurt holding the pick in such a
way that the thumb brushes the string a little bit ahead or behind the
pick attack depending on direction. Joe Pass did it a lot. Of course,
it's a little clumsy with a big pick. It's similar to the effect blues
guitarists use for harmonics like Clapton on "Leila".

Definitely thumb-produced harmonics although I hear it coming more
from Tal Farlow than Joe Pass. Kurt's a big fan of the octopus.
