There is a good article on the music in RK Films at this site. I don't know who
the writer is.

You yourself provide the answer below, while adding more of it!

Leave alone judgement of music; talk about fandome. What kind of a fan
are you of Salil? You imply that Salil the music director needed the help
of Salil the story-writer to get assignments!
You are wrong about 'Achanak'. It had no songs and the background music
was composed by Vasant Desai. As far as I know Salil had nothing to do
with the music of 'Achanak'. I have no idea if he had a hand in the story!
For 'Mausam', Salil was engaged to score background music after Madan Mohan died.
I know very little about 'Chehre Pe Chehra.' Anything you can say
about the film, the music, and circumstances surrounding it will be
value added. The only thing I know is that the film was based on
'Dr. Jekyll and Mr. Hide.' So, I doubt that Salil had anything to
do with the story there!

Should be 'Amit Maitra'.
A hot gas (i.e., speculative) theory from me. It is possible that
some songs were already tuned before Raj Kapoor agreed to produce
and star in the film. Raj Kapoor's stance might have been analogous
to the one he adopted for 'Phir Subah Hogi.' Even though the producer
wasn't Raj Kapoor, he had such clout that Khaiyaam's continuation as
the MD for the film was conditional upon Raj Kapoor liking the tunes
he had composed.
