It is indeed a song by Gopalakrishna Bharathi as his muththirai "Gopalakrishnan"
attests. Numerous artistes have recorded this song and identified it as his.
Papanasam Sivan's songs generally have rAmadAsan as the muththirai.

There is even a story associated with this song. Gopalakrishna Bharathi
was visiting Tyagaraja, when Tyagaraja asked him if he had ever composed
in Abhogi. In response to that query, Gopalakrishna Bharathi is said to
have sung this krithi.

The song was by Gopalakrishna Bharathi and is set to Roopaka talam. I
recommend listening to KVN's(K.V.Narayanaswami) rendition at his concert
in France. It's one of the best I've heard. It's followed by
Raghuvara(Panthuvarali) in the cassette.
