The program ended I believe 12/95, according to Peter Gallo of Maxell. HOWEVER, I once again offer you try doing as I did (SEE LETTER BELOW), but ONLY in case you've never used any of your maxpoints before. Also, do not call, just mail away with a nice letter making like you just became aware the program had ended & what do you do now with ALL you saved so far.
PLEASE, leave my name off any correspondence with Maxell. The below letter worked for me, I received a few months ago 31 XL2 blank tapes for the 4600+ points I sent:

Re: Maxell Points Redemption
Dear Peter,
It has just recently been brought to my attention, that the “max points” program has
ceased to exist. After speaking to a fellow tape trader, he informed me that TDK might be offering some sort of rebate of blanks. After other consultation with other traders, they indicated that I contact you before trying to go the TDK route.
I have saved 4650 max points, which are enclosed. I am extremely happy with Maxell, as I have been for more than 20 years & would like to continue using your wonderful product. Your tapes seem to last & last, as proof of my 1977 recordings on “UD’s” that I still have & listen to regularly.
As a satisfied customer, I’d appreciate if you would redeem these for blanks. Thank you in advance for your consideration in this matter.
Sincerely,

:Does anyone have an address or phone number to get a catalog for all
I had an idea some months back, where we would all collect up our
leftover Maxell Points, gather them together at regional points to
save postage, and deliver them to Maxell as a publicity stunt to
elicit a donation (by Maxell, mostly, and heads too) to the Rex
Foundation. With the right press releases and a few kind public
hippie pranks, they'd have gotten a LOT of publicity and a large
donation would have really made it a win/win for all.
Maxell advised they'd consider it, then balked :(

Try printing j-cards for trades/spins... i haven't handwritten the setlist for
anyone in a couple years!
As far as the damn points, man, i've got enough for around 300 blanks. I
hardly ever use plain old XL-II tapes and add on to that the fact that i'm
going DAT but all those blanks would still be nice to have to use as gifts :)
:) :) I still get the stickers often and save 'em all in hopes someday the
program will come back!!! Never know but i have this wicked feeling that if it
does, we're gonna get shutout 'cause they'll render these points void or some
shit. Oh well.
Why should they have to grandfather the people that didn't bother to read
the info that said the program would end on a specific date? It was never
a secret when the program was going to end. In fact, didn't they actually
extend the program by a year? I do agree that it's kinda lame to keep
printing the points though.

This was incredibly annoying, but some of the tapes I've purchased recently
didn't have the warranty info on the stickers. Maybe they're changing them
back? I hope so.

Consider the possibility that they'd already had the things
printed up, in bulk, to get a good price.

hey, you missed the closing date. Tough. No doubt it's equally
unreasonable of Ford not to sell you a brand new '66 Mustang for 1400
bucks or whatever they were at the time.

Oh the horror.

After such a litany of crimes against humanity, I suspect it can
only be a matter of minutes before Maxell representatives arrive at all
our houses to thrust red hot needles into our eyes.
