A bar called "Canal Street" in Dayton used to do folk; once in a
while they even did a semi session, in which Celtic players came in on an
occasional Sunday evening, sat round the main part of the floor in a circle
and did their thing, while [any] audience paid maybe $2 and sat round the
outside. They've got to be in the phone book.
There's an annual "Celtic Music Series" sponsored by a local arts society;
Canal Street or Chamber of Commerce can help if no one else gets you the
info.
Columbus WCBE (90.5) FM has "Thistle & SHamrock" currently Sat afternoons
2 PM, also "Global Village" weekdays 9-noon w/ lots of different ethnic
music, almost all modern CD's as opposed to greats of the past or field
recordings, for example. May be hard to receive in Dayton. WYSO in
Springfield may have some folk; don't have their frequency.
Columbus' WOSU AM 820 plays bluegrass Sat & Sun 6-9 or later PM. Ther's
a fair chance you can receive it in Dayton.
Several bars in Columbus support Celtic folk in the way of touring acts,
nobody has regular local players. Stache's on High St., just N. of OSU
campus, gets Celtic acts regularly along with lots of other stuff.
You might call WCBE FM because they sponsor or at least know about
the Columbus Folk Music Society which brings in touring acts to different
locales, I believe.

Celtic Ceol is an organization of volunteers who provide Northeastern Ohio
with an opportunity to hear concerts by outstanding artists in the fold
tradition, particularly those who perform music of Ireland and the
British Isles.
