I've been told it's called "Hey Rocky" by Boris Badenov, which figures as
"Hey Rocky" is repeated throughout the track and Badenov is the bad guy in
the cartoon. I don't know what the label, or history of the track, is
though.

I believe you've got the title and artist correct.
I was never able to find a copy of that record.
If anyone has a copy, I would be interested in obtaining a copy

I believe the tune's name was "Hey Rocky" and it came out in 1986.
I have a fair recording of it, and so could post lyrics, but that's

That is correct. It was done by someone in Chicago. There are two
versions, a single and an 'extended dance mix' that is about 5 minutes
long
I have this one as a 1986 7" release on TRAX Records (TX45-102)
