The vibrato is a feature of your synth, not of Sibelius.
Check the instruction manual for your synth.

you know about the Performance choice in the PLAY dropdown menu at the top
of the screen? where you can change the play style from musho to senza
musho? that might be what's wrecking your sound.
this warbling is during composition or during midi in? midi in i don't know
about... like, whether the preset on the midi device pre-vibes sibelius.
what sound card are you using?

actually I'm using Sibelius's sounds, generated on my machine. So
sibelius is sending the midi message to modulate.
Sibelius does not have any sound set.
And Sibelius does not send any modulation message at all, unless
you ask it to.
Your synth, or sound card, or softsynth apparently assumes a default
modulation level at start-up time. There's probably a global setting for
