Has anyone used the mp3panda download service?
http://mp3panda.com/

Is it safe and legal?
Lop-sided selection and disorganised (Prokofiev Saint-Saens is a
single composer), and you have to research many of the albums to find
out who is playing - but absurdly cheap and most files at 320kbps.

The fact that it is absurdly cheap -- not just inexpensive or reasonably
priced, but about a nickel per track -- makes me suspect that despite
the page that says they pay royalties to the artists, they are in fact
too good to be true.

They seemed to indicate they were Russian on the page where they
mentioned royalties. I should have mentioned that.

Incidentally, some tracks come out to a lot less than a nickel. Without
actually trying to verify it by going through on a download, they appear
to offer Cyprien Katsaris playing all nine of the Beethoven-Liszt
symphonies for 67 cents. (And a hearty 'haw haw' for whoever quips that
this is still too much. Well done, sir! I bow to your mordant wit.)

That's the same as the contact address publicised on the web site,
which in itself is promising. But does the fact that they are Russian
permit them to get round copyright rules that would apply in the EU or
the US? And if so how would that place the downloader in those areas?

Basically a pirate operation. See links at http://en.wikipedia.org/wiki/AllOfMP3
for background.

Yes, useful link. That article is about a different site, but mp3panda
seems to operate, if you read their legal page, under the same legal
'framework'. If I understand correctly the EU and US recording
industry have given up on legal action - presumeably can't be won
through the Russian courts.

So the predicted dire consequences for illegal downloaders evaporate
if they pay a few cents to a Russian intermediary, or so it seems.

I wonder when they'll claim to own the Melodiya catalogue.

Thanks, yes. I decided it was safe and legal after the replies I
received to my original query. I joined up successfully with the
minimum $20 payment, and have used the system with no bother. However
I'm also persuaded that the copyright owners are getting nothing from
this service, so I've restricted my downloads to items that were a
struggle through normal channels.
