the record).

No, he's not correct. I might very well use end punctuation in my own
song title, and many other artists have used them.
"Have You Seen Your Mother, Baby?" is listed with a ? on my "Through
the Past Darkly" LP.
Show me the page in the rule book, and I will then allow you to have
your lawyers contact all the offending artists.
I will fix the Beatles title, though.

what about "How?" and "How Do You Sleep?" by Lennon. I couldn't find a

My CD shows "How Do You Sleep?" including the "?".

Maybe he's joking. Maybe he's couching his certainty in a joke so he
can deny it later.
And what about titles with exclamation points? There are lots of them,

This one actually a medley. It has a semicolon on my LP label, but are
separate titles on the lyric sheet. I've also seen it with a slash. The
next track is listed as "When the Shit Hits the Fan; Sunset Blvd." on
the label, but with a dash on the lyric sheet. Which I guess goes to
show that the artist may not be committed to that level of detail,
unless, I suppose, the punctuation makes some sort of point or
ambiguity. Like, "Paint It, Black".

I don't think there's a real answer for that. Every case is different,
but I bet it's usually that the artist doesn't really care, so the
publisher or cover artist makes the decision for them.

Maybe because it's a strictly abstract and rhetorical question. I have
seen - in fiction and journalism (often the same thing) - this sort of
device: if the question isn't meant to be answered, then it is not given
a question mark. "Have You Seen The Rain" is no more a real inquiry than
"Where's Your Head"...
