I'd write him off as Paul rhyming lazily, except he gets mention in two
somewhat prominent McCartney songs--Band On The Run and Helen Wheels. A
roadie?

I BOTR he seems to be on one side of the law, and in HW he seems to be
on the other.

Macca says he's from Birmingham. That's all I know. Hope this helps.

Not that I have any real answers here, but I will say that I don't
think the "used in two songs" part necessarily means much in context -
once the name's been included in one song in a "concept" LP, using it
again elsewhere on the album helps cement the concept without actually
putting a plot into the thing.
