I have been advised to use oil paint for figure painting. To save
on buying branded-name spirits for wash-up and thining, I am supposed
to use mineral spirits.
However, when I went down to my hardware store, all they carried was
methylated spirit. Are they the same as mineral spirits? If not, what
sort of store should I go to get mineral spirits?

Methylated spirits is *not* the same as mineral spirits.
You can use turpentine or mineral spirits with oil paints. I buy both in
my local Woolworth supermarket in Canberra for about $2 per litre.

No, methylated spirits is not what you want. I find the most common
label on the product in hardware and department stores is 'paint
thinner,' though it is also found as turpentine, or a turpentine
'substitute.'
