Best Weathering Technique for Dust

What is the best technique to use to get that layered effect for dust
and dirt? Pastels? Airbrush? Weathering powders?

Any help would be greatly appreciated.

I use a combination of airbrush and powdered pastels, depending on the nature
of the weathering. If it's a large area like an exhaust stain, I'll usually
set down a base with the airbrush, then use the pastels to work the edges.

If it's a more subtle effect, I usually use the pastels alone.

A good trick with the pastels is to put down one layer, then seal it with some
dull coat, then add more pastel on top of that, and repeat as neededt. You
can get some rather dense effects this way.
