Rustoleun... need to sand?

Am getting ready to put stripes on a rocket painted with Rustoleum.
Should I sand the paint first?

What about applying a clear gloss coat? You wouldn't sand before that
would you?

For the stripes a good tape to use is a blue vinyl tape made by 3m (I
think it is called "Fineline" but I am not sure). You can get it at
shops that supply automotive body shop supplies. It is very flexible,
has a sharp edge, and it paint does not bleed under it.

Some light sanding with 400-600 grit will promote adhesion for the
painted stripes. Then you can watersand with 600 after the stripes are
applied and put on a coat of clear. That will help reduce the bump at
the edge of the stripes and also serves to protect the finish.
