Try out Zeebrugge, there's almost always someone buggying there. For kite
surfing, also Zeebrugge or Knokke are, as far as I know, the places to be.

I often kite in Zeebrugge. It's very cool when the wind blows from the NW. Then
you can kite from Zeebrugge to Blankenberge. It's also very good in De Haan.
With NW wind you can go on till Oostende and back to Blankenberge (almost 20
Km). But that's only with NW wind of course.

You could try "de Panne", but try to stay clear of landsailors, there
are lots of 'm and i.. didn't... get... the impression... that...
all... of 'm.. liked... me... in my kite-buggy )-:
But... the beach is quite big so there's always a spot to drive a
class 8 (Buggy &Kite) landyacht as well.
Saturdays/sundays, wind from the north-west, low tide, are the best
circumstances to meet loads of kitebuggyiers at the Panne.
