IMO, it's mostly a concept for his show. Since the real election is a
widely known topic for any US audience, it's an effective parody. He's
performed it a few local fests, in IJA competition, and a different
version in the public show. It also has a marketing side as they had a
table selling tshirts and campaign buttons, and I've heard their website
will soon have bumper stickers.
For the locals in California, there's been a small push to get Arnold to
run for president even though he wasn't born in the US. I assume is the
tie in for the terminator theme in his show. Vova says he can work around
this with enough contributions to buy Russia on behalf of the US, thus
making him a US born candidate.

Actually I think he got citizenship under that extraordinary ability
thing, but I could be wrong.

Well, as I understand, it's a joke. Obviously, since he wasn't born in
the US and is not over 35, that wouldn't work, but I thought it was pretty
funny.
