I can't tell from your post what part of the universe you are from,
but in Iowa, you must have a permanent physical condition, certified
by a physician that prevents you from being able to draw a bow of a
hunting weight to qualify for a permit to use a crossbow. However,
it wouldn't surprise me in the least to learn there are even more
incentives to break the law than might be imagined, in other states.

The short answer is: he was lying to you.
The long answer is: He was lying to you and you should call the game
warden if you know where the guy hunts (so that they can catch him next
time).
