Yes, in Pennsylvania the HTE (Hunter-Trapper Education) Instructors
are certified by the Commonwealth (WE are NOT a state!).

The Instructors receive a good deal of materials for the classes by way
of the local Wildlife Conservation Officer. Few materials come
directly from the NRA. There are a few. BUT THERE IS NO RESTRICTION
ON USING MATERIALS FROM OUTSIDE SOURCES WHICH ARE IN AGREEMENT WITH
THE BASIC PA. HTE PROGRAM.

I use a bunch of stuff which I have received free from the NRA. One
example would be the various hunter phamphlets on numerous hunting
related topics. I also use several things I have purchasef from NRA
in the course.

JUST BECAUSE THE NRA DOES NOT FORCE FEED YOU OR YOUR OWN PARTICULAR
COURSE, DOES NOT MEAN THAT THEY DO NOT SUPPORT YOUR PROGRAM. THE SUPPORT
IS THERE IF YOU ARE WILLING TO GO OUT AND "HUNT" IT UP!

Two major sources for me are the NRA BASIC HUNTERS GUIDE ( a LARGE
paperback color book which covers virtually all aspects of hunting
including survival, "primative weapons", identification and so forth).
Another reference is the HS Instructors Manual and the associated
student manual. A lot of good info and ideas have come from that
set of looseleaf pages and book.
