Not complaining so much about the licence fees. Truthfully, I don't
mind them. Perhaps I was just complaining to be complaining. Its more
the access. I would like for my father to be able to purchase a
year-long non-resident licence in SD. That way, he could come up
(couple of hour drive) on the odd weekend throughout the season. He
does come up for waterfowl every year, but he is limited to waterfowl.
He can't hunt pheasant or grouse or partridge (or even rabbits or
squirrels...) The official stand is that by offerring season-long
licences, SD would get innundated by non-resident hunters. There is
SOME amount of truth to that line. We would draw quite a few hunters
from the surrounding states. We have large amounts of public land
available for hunting, and that access could be enticing for some
near-out-of-staters. However, of the 60K or so non-res we get every
year, the vast majority do not come from neighboring states (or at least
neighboring areas of neighboring states...) We get a lot of Tennessee,
Kentucky, Arkansas, and Illinois hunters in for the pheasant. Many of
these people plan a vacation around a week of pheasant hunting. I don't
care how long you allow these people to hunt, they will most probably
not spend any more time in-state hunting than they do now.

God, I've gone off on another rant. I am in the planning stages for
some of this fall's hunting, and I am looking at a couple of weekends
hunting with my father in Nebraska. Places where the game will be
limited but the hunters will not be. It would be so much nicer if he
could spend those weekends up here with me. (Its not a distance thing
for him. We still have to travel about 2 hours from where he lives to
find decent places not shoulder to shoulder with other hunters. - In 2
hours he could be up here with me...)

Apologize for the rant, sometimes just get a bit passionate about my
pass-times...
