I believe you need to change a reference crystal as well as fiddle with
the jumpers.....

1stly sorry Nick!!!...it is an xtal change as well!.
my jpg file was rather small!

go here for the service manual ftp://80.164.5.88/yaesu-service/
then see image47 in the ft23r service manual file.

i have had one for almost 20yrs now, magic 'bullet proof' radio.

though i warn u...the mod needs the VCO unit removing!!
NOT easy.

Thanks for the information.
I looked at the .jpg file, it wasnt all that clear (resolution).
The crystal needs to be replaced from 12.8MHz to 10.24MHz? (guess - can you
verify?).
-> Guess based on following idea that the crystal will be pulled by the
trimmer capacitor hanging
-> at the end of it and squinting at the side comments on the service
manual:
-> 12.8MHz in ratio to 12.5MHz
-> 10.24MHz in ratio to 10MHz

Looks like I have to remove a lot to get to the main board (i.e. free it
from the case)
and then unsolder the PLL board (which is a right angles to it) before I can
unsolder/solder the bridges and perform the crystal replacement.

The ensure that the frequency is correct - by altering the trimmer and using
a frequency counter.

It does look a bit difficult.

I am curious to see what the outcome is. I have had a couple of the PMR
versions of those sets (basically the same as the FT23) and you can make
the display read in 5/10khz or 12.5/25khz steps by changing a jumper
(not sure which now) but to actually change its RF operation from one to
the other a reference crystal change was required.........
