What is it you want to do, exactly? Why do you need a large primer?
The 22 PPC case is a bit big for short ranges (out to 300 yards) with
52 grain BR bullets. The best results at these ranges can be had by
shortening the case by .100 inches.
The full length PPC case works well with heavier bullets and longer
ranges and can challenge to 22-250 at it's own game of varminting at
long ranges with better accuracy and a smaller powder charge with
equivalent performance. It's only a little better than a 22-250
regarding barrel life, so it probably isn't worth doing unless you
like to build (or have built) custom guns and tinker a lot.

Just curious.... the .22 PPC was a big success. Why the need for the
large primers? Won't they be a detriment to accuracy in that round? (Well,
maybe not "a detriment," but accuracy would be better with the small
primers, no?)

The 5.45 x 39 is a slender round more like a 223. The 22 PPC/ 220
Russian is fatter more case capacity and wit 40gr bullets is a real
competitor wit the 22-250.
I use one in a 40x with a Kreiger barrel) on p-dogs and I am quite
pleased. It heat up less than the 22-250 and has replaced the 22-250
for p-dogs.
The 22PPC is a blown out 220 Russian straiter case walls and a sharper
shoulder angle.I fire formed Lapua 22 Russian and had the chamber cur
to take unturned necks, even wile fere forming this gun was a doggie
death ray. WELL PLEASED

If it's the former case, and looking for a nice .22 cal in the
neighborhood of the .22-250, he might look at the .225 Winchester. It
uses large-rifle primers, and is right up there with the .22-250 (the .
225 is just a wee bit less powerful, but not much).

Rem stopped making the small primer pocket SKS brass.
Win makes SKS brass with large primer pockets.
I can't get Rem or Win SKS brass to neck down to 6mm PPC.
I don't know why, I can get 308 to neck to 243. I can get 8mm to neck
down to 257 Roberts. I can get 30-06 to neck down to 270. I can get
300WM to neck down to 7mmMag, but the SKS brass just does not neck down
for me.

Are you annealing the necks before you try to resize them?
