Looks like you are out of luck, at least with UPS. Unless you are an
established contract hazmat shipper with UPS they will not accept the
shipment. That is per a conversation with a customer service rep at the UPS
Hazardous Materials Support Center at 1-800-554-9964.

Perhaps there is another shipper that would take it. It may be cheaper and
simpler to just sell it to another local reloader and buy new powder when
you get there.

You don't. UPS only accepts HAZMAT shipments on a contract basis. Moreover,
I believe that there are training and paperwork requirements (as per 49 CFR)
that apply to the shipper regardless of carrier used. See:

So far as I know, if you can't find a HAZMAT shipper willing to ship the
powder on your behalf, the only option is to put it in the car and drive...
ORM-D is for small arms ammunition (or certain toxic or flammable
"consumer commodities"), and there's no hazmat fee for that. Gunpowder
and primers have a different classification.

You have to pay a $20 hazardous materials fee, and I think the warning
diamond sticker on the box says "Flammable solid". I assume they
provide the sticker, but I don't know.

Cartridges are ORM-D. "Smokeless powder for small arms (100 pounds or
less)" is a Class 4.1 (flammable solid) hazardous material.
UPS will accept non-contract ORM-D shipments, but not classified HAZMATs.
In addition, it's my understanding that few, if any, UPS middlemen (The UPS
Store included) will even accept ORM-D packages (you have to deal directly
with UPS).
