Cannot install bolt on new Model 70 Winchester for first time...

According to everything I see (Manual, Usenet, websites, etc.) the
first step to (removing/installing/anything) the Model 70 bolt is to
put the safety in the mid position. I cannot do this. The firing pin
appears to be cocked and I have re-cocked it several times manually per
the manuals instruction. The bolt came from the box with the safety in
the fire position and nothing I can do allows me to set the safety to
"mid".

This is the initial install of my first Model 70 so I am not familiar
at all with it's unique characteristics.

What can be done if the safety is moved accidentally to "Fire" with the
bolt out? Is this possibly what happened to the bolt before I
purchased it?

Any help is greatly appreciated...

Everything works fine now.

I like John Kepler's reply of "Hold down trigger, insert bolt, done"
even better... =)

Now to go see just exactly how bad the recoil is on this, my first,
Magnum Rifle!

If the bold is not cocked, you will need to cock it. So, do this:
Turn the rear section of the bolt clockwise (looking from the rear), until
the bolt sleeve lock slips into the notch. You will really need to do more
than just turn it. You will need to pull out to. It will not be easy. You
need to over come the firing pin spring.
In short - hold the bolt with your left hand and with your right hand, try
to pull the bolt out of your left hand and twist the right hand away from you.
It will take a lot of force... A vice will work better than your left hand.
Put the bolt between wooden blocks and use the locking lugs to keep the bolt
from turning.

I'm not sure just what your on about. IF the bolt is still completely
in the rifle there is no need to have the safety in the middle
position. This is for unloading thru the top more safely, and as a
start to dissemble the bolt. The bolt should come back with the
safety fully forward. Once the bolt is fully back you need to press
the BOLT RELEASE to remove it.

However if the bolt is cocked in the rifle the safety should go to any
position.
It may be very stiff, and if you lift the bolt handle slightly from
cocked and locked that may help. The bolt is normaly taken out from
the uncocked position, but lifting the bolt handle then cocks it
anyway, and the safety is usually left fully forward.

On looking at your post again, if the bolt is out of the rifle and
cocked, as it normally would be, the safety will not move back and the
bolt should be inserted with the safety fully forward.
