Is this the same as the .30-30 cartridge?

Yes. 30 WCF is the "correct" name, but it came to be called 30-30 because it
was 30 caliber and used 30 grains of smokeless propellant. Apparently,
people thought smokeless powder would be about as simple as black powder to
describe and figured the old nomenclature would suffice. needless to say, it
didn't!

Sorry Gary, in this case you're wrong. The .30-30 and the
.30 WCF are the same round.

If there is a difference then it would be educational to learn what it
is. However, I doubt very much that there is a difference, or if there
was it would have any practical real world effect.
My family has a Winchester 94 my grandfather bought from a Trask
Indian many decades ago. It is chambered for .30 WCF. It has taken
hundreds of deer and many many rounds of .30-30 ammo have been fired
through it, and will continue to be so for many more generations yet
to come.
If the shoulder angle is different (which I doubt) then it would
probably make no difference in shooting as this cartridge headspaces
on the rim.

The reference book "Cartridges of the World" and every single loading manual
I've consulted clearly identifies the 30 WCF as one and the same with the
30-30. The latter designation was the popular name given using the old black
powder style of nomenclature featuring Caliber-Grains of Powder. But they
are in fact identical.
I believe I must have been thinking of the .30 Remington, which is the
rimless version of the 30-30.

I'm VERY familiar with the taste of my own toes. There are so many
variations on calibers that it's easy to be exhaustively aware of some and
not of others. I know absolutely nothing about the high-velocity .22 rifles,
for example, but know my 19th and early 20th century calibers reasonably
well.
