One does not need a FEDERAL LICENSE of any king to possess full-auto
weapons etc..... one just pays a tax. The licenses are for ingaging in
BUSINESS... specifically.....

Class II to manufacture NFA weapons (also allows one to dealer in
them)

Class III a dealer in NFA weapons.

Here is a NFA related WWW site and FAQ....

The Class 3 allows an FFL to DEAL in MGs and suppressors, Class 2 allows
their manufacture.

You *DO NOT* need a FFL *of any kind* to own a MG! I say again *DO
NOT*. This misconception is widespread. It is nonetheless false.

At least according to Federal law. Some states restrict MG ownership of
MGs etc to FFLs of some sort or another. Some to C&R holders, others to
Class 3s. But that is not generally true.

Class II is a manufacturers license for title II firearms, class III
is a dealers license for title II firearms. Neither of these permit
manufacture of or dealing in destructive devices though, just fully
automatic, suppressed, and short barreled weapons. If your gross
receipts are less than $500,000 a year, the additional license, called
a special occupational tax, is only $500/yr. These licenses allow one
to transfer weapons to other class II/III without incurring the $200
transfer tax per item that mere mortals must pay, plus also transport
weapons across state lines w/o prior ATF approval, and permit
posession of machineguns made after 1986 with the appropriate
paperwork. One can posess most title II items in many states, but you
have to pay $200 a pop for the transfer tax and wait a much longer
time for the transfer paperwork to be completed by ATF.
