One does not need a FEDERAL LICENSE of any king to possess full-auto
weapons etc..... one just pays a tax. The licenses are for ingaging in
BUSINESS... specifically.....
Class II to manufacture NFA weapons (also allows one to dealer in
them)
Class III a dealer in NFA weapons.
Here is a NFA related WWW site and FAQ....

The Class 3 allows an FFL to DEAL in MGs and suppressors, Class 2 allows
their manufacture.
You *DO NOT* need a FFL *of any kind* to own a MG! I say again *DO
NOT*. This misconception is widespread. It is nonetheless false.
At least according to Federal law. Some states restrict MG ownership of
MGs etc to FFLs of some sort or another. Some to C&R holders, others to
Class 3s. But that is not generally true.
