THe hole that the manual says to push on has a small metal bar across it and
it will not move!!! I am just scratching the baseplate and getting nowhere
in a hurry. Any help would be appreciated.

Simply take a very narrow flat head screm driver and place the head og the
screwdriver at the base of the rivet. Hit the top of screw driver with a
hammer and the rivet should just pop off.
Of course, doing this may be construed as "manuafacturing" by the BATF,
which is now illegal... as of 12:01 am this morning.

Colt put in a rivit to keep you from removing the base plate. Drill it
out to remove the spacer.
Since the Bill was signed yeserday, would this be "manufacturing a high
capacity feeding device"?

You have to drill out the rivet that Colt installed in the baseplate of
these mags. Reportedly, a new spring will also be required. (And a
time machine, since you'll have to go back to last week to do it legally.)

The base plate of the 20->5 round mags sold by Colt is riveted on.
Get a grinder or a drill and carefully drill out the rivet. If you
are good it will separate and you won't even touch the baseplate. At
this point you can slide off the baseplate, remove the spring and spacer,
replace the spring (with follower attached) and replace the baseplate.
Presto, a 20 round mag to make DiFi cry.

So far, I haven't had any problems with my spacer-removed mags. I just
took the spacer out, I didn't replace the spring or anything else ...
As far as converting an existing 5-rd mag, well, I think there is a strong
argument that any pre-ban mag that is readily restorable to >10 rd
capacity is legal, whether or not the spacer is in there. After all,
restoration is not made illegal, and the applicable provisions make an
implicit distinction between manufacture and restoration ... and in any
event, the way evidence of post-ban/pre-ban mags is viewed (no serial
number being a presumption of pre-ban), well, I'd like to see BATF
prove their case without actually catching someone in the act ...
