Is one inherently more accurate than the other?
If so, why?
Is the price difference based solely on the stock?

I have a PSS that I almost sleep with, I believe it is the quality of
barrel that is sold, the stock is also different. I have not fired
the VSS however, I work with many actual snipers and they say PSS all
the way, but I don't know exactly why. My PSS is accruate to 1/2
minuet at 100 yrds with 5 shots. The PSS is the same as a M40a sniper
rifle.

Forgive me for being a bit touchy about this but...
THE PSS IS NOT THE SAME AS AN M40A1!!!!!
PSS rifles (btw, Remington uses 700P or 700TWS as a designation) are
parkerized 700 varmits with an HS Precision stock!
The M40A1 uses a different Barrel ( Stainless , 5R rifling)
a different stock ( McMillan, I believe.. Kelly will "correct" me if
I'm wrong :-) ) , And if I remember correctly, don't the Marine
Armorers do a whole bunch of "tuning" on these????
The way it was explained to me was, The 700P exists to
fufill a need of the police Tactical Shooter, Not a Military SNIPER!
The M40A1 was designed to be used in a Military SNIPER application!
You don't need to "drag" your PSS (except out of your cruiser/SWAT
vehicle) and you should not be taking 500+ yard shots at other
personnel/Radar/communication equipment.
Two different weapons, two different needs.

I have the VSS in .308 and the first group it shot was a 1/2 MOA at
100 yards using federal factory soft points. The group measured .525"
and it was your standard 5 shot group. I do believe the difference is
the stock and the magazine. Other than that, I believe it is the same
rifle. I was fortunate to find mine some years ago. It was a used
rifle that hadn't been fired yet as the Deputy sheriff needed to sell
it(was his own rifle) due to monetary problems. I've had it for about
5 years and I absolutely love to shoot it! =)

For what it is worth. I have a PSS. I took the center out of a 20 inch
wide by 20 inch tall shale wall with one shot. I then took out the
remaining right standing column with the second try (my buddy took out the
left column). The rifle was supported by a bipod with me in the prone
position. Ammo was my handloaded 168 grain Sierra Matchking that I moly
coated. Range: 1035 yards.
