They have buglike sucking mouthparts, like hypodermic needles. They
stab more than they bite. Control, if they _are_ a problem, means
hand picking or scraping off and crushing or drowning.

Probably spittlebugs - Philaenus leucopthalmus - if you look inside the mass
of bubbles you'll find a small, triangular insect, green or possibly brownish.
They hide inside their masses of bubbles and suck at the plant juices, in
severe infestations they can cause plants to wilt. Remove the masses and the
bugs with a sharp stream from the hose. Don't know of any insecticide that is
used for them, but discouraging them usually works.

Its not harmful. I posted this on edibles:
This is from the spittle bug. I have never seen damage caused by these
small aphid-like creatures. If you brush the spit away you will find a
small green bug with big eyes. I find them cute myself. You can wash
them off with a spray of water if you don't like the looks of the
spit. Or let them be and they will soon be gone.
The spittlemass is made up of an aphid-like honeydew that the insect
secretes. The insect pokes his rearend out of the mass sucks in some
air. Then retreats back inside the mass and basically blows bubbles to
increase his protection.
