Privet hedge dropping leaves

I have some privet hedges along the edge of my driveway. Every spring
they look great, thick with leaves. Then afte a month or so many of the
leaves fall off. Last year I noticed that there were many small roots
on the surface so I put on more topsoil mixed with a small amount of
manure and topped off with mulch. Most of the mulch is still in place
so I can't see any roots poking out but in the past couple of weeks many
leaves have fallen off.

What is the cause of this problem?

It very well may be the natural habit of this plant. Here, it is usually
evergreen in winter (Dallas, Texas) but I recall up north on Long Island, the
privet hedges would leaf out, and the older leathery leaves dropped off once the
new growth was mature. Live Oak trees do that down here too. If you see
curling, or spotting, mottling or anything different in leaf shape or bark...you
may have a problem. And, for future reference, instead of mulching with top
soil, use a layer of compost and on top of THAT, put that nice layer of shredded
wood mulch.
