It very well may be the natural habit of this plant. Here, it is usually
evergreen in winter (Dallas, Texas) but I recall up north on Long Island, the
privet hedges would leaf out, and the older leathery leaves dropped off once the
new growth was mature. Live Oak trees do that down here too. If you see
curling, or spotting, mottling or anything different in leaf shape or bark...you
may have a problem. And, for future reference, instead of mulching with top
soil, use a layer of compost and on top of THAT, put that nice layer of shredded
wood mulch.
