Last february I started from seed Penstemon
heterophyllus "True Blue" under lights. It came up green
and stayed bushy, was repotted once, then another time in
perennial pots. They are now outside, however, the new
growth on some plants is showing yellow leaves.
Is it the pH of the medium (lots of peat moss) that is
the cause? What kind of growing conditions does
penstemon likes?

It may be chlorosis (caused by iron deficiency) since the yellow is
only on the new growth. A good source of iron, to irradicate this
problem is greensand or any chelated iron product. Always follow lable
directions when using any iron product.
Rain
Hello - Chlorosis is doubtful, especially since the grower has added
lots of peat to the soil. Iron deficiencies occur in alkaline soil. I
grow lots of penstemons in my alkaline, arid, well drained soil. Most
penstemons prefer these conditions. I would guess this penstemon is
getting too much water. Try moving it to a sandy or well-drained soil.
Penstemons prefer poor to moderately fertile soils. You can kill most
penstemons with kindness. I have not, however, grown the one described
above, so this information may not apply. This is strictly from my own
experience. - J.
