You may want me to tell you the kind of tree it is but I do not know - I am
a novice gardener who grew up in apartments and now own a house ;^) I want
to say a red maple (/): it has primarily red leaves which turn to a red and
green leave later in summer. It stands about 20 feet tall - if that helps.

Not fungus exactly-- lichen, and perfectly harmless. If it bothers you
aesthetically, copper will kill it.

The figures looked more or less human. And they were engaged in religion. You could tell by the knives (it's not murder if you do it for a god).

It is most likely a lichen -- perfectly harmless and, to me
at least, aesthetically pleasing. Don't worry. It's a part
of nature.

Take a sample of this to your local county extension office, along with
a leaf from the tree. They can tell you what it is, and whether you
need to do anything about it. From your description, it sounds as if it
is a lichen; if so, it isn't a problem.
