privacy hedge advice needed

i'm looking for a fast growing hedge that will grow to at
least 12' or larger.i tried amur privet hedge seeds but
they never sprouted.i'm looking for bare root 1' to 3'
foot seedlings.is there anyone to buy from online?
i'm in the middle of NJ on the coast line with sandy soil.
it will be used as a noise barrier as well as a sight barrier
to screen out my new noisy neighbors.
