You sure can... go to the key setup screen from the options and set the L or
R button to "Chohatsu".

I was also wondering this. But, did you ever notice that chun li's taunt can
hit the opponent? In the Saturn version anyway, if you run out of time, and
chun-li wins, and the opponent is standing right next to her, her elbow will
nock him/her across the screen! That pose is the same as the taunt, so it
would work, right?
Gamefaqs has a Codes from the Sega Sages for XSF. If you press start after
your winning taunt/pose you can move around and knock up the opponent a
little more. It also makes for good winning stills on that black screen
after the
match. You can also choose chun-li's street fighter alpha costumes by
pressing
start and a costume color.

Yeah, you can. Change one of the extra buttons to "chouhatsu" (sp). There
may be a controller command for it also (there was for MSH but I can't
remember it).

To taunt int MSH it was Down, Down, plus both triggers......
