Where is Leo in Lunar:EB in the Epilogue?

After prematurely thinking I was done....I am now playing the
epilogue. The beginning of which I think is a low point in the
game....I'm not fond of roaming across the land in search of places I
have already been....especially when the Dragonship is slow and can't
travel over lots of terrain. But I digress.....

I have gone back and found everyone (except Leo)....but before I
go to the tower near Nall's cave....does anyone know what city Leo is
in? I just don't want to travel back and forth looking for him. I'm not
even sure I can get him to join....but I think I probably can.

Leo is at the top of the Mystic Ruins, the place where the Magic Arrow
landed.

He is not in a city, but has gone to a quite place to think about a
ll the actions that he has done. Remember when he redirected the magic
arrow, and where you went? Try searching those ruins, you maybe
surprised....

Leo is at the top of the Mystic Ruins where you first met the G-man.
