Stuck in Dragon Force

Well Vic here is the problem: My commander is Wein. I've taken over the
entire continent of Legendra. I have all of the eight Dragon Force
members with the exception of Goldark. Wein is on level 24 and his str,
int, and command are all around 115 to 120. Goldark dueled me and won,
but said he'd return to face me once again when I was stronger. Well that
was a long time ago. I have been playing for several hours now with
nothing happening but the passing of time. Since I've taken over the
continent I no longer get attacked and can no longer level. The game is
now in its third year. I cannot get any of the 3 special items till
Goldark joins so visting the shrines never does any good. So I was
wondering if Vic could tell me whats going on. Am I stuck or what?

You should have received the event with Frest and/or Ramda where they tell
you about the Shrines and who can go. If you need specifics, read on.

Cape shrine:
Junon
Mikhal
Leon
Forest Shrine:
Gongos
Teiris
Reinhart
Snow shrine:
Wein
Goldark
Even if you don't have Goldark yet, dispatch the crews and Wein. Goldark
should show up along the way. If not, you missed an event at one of the
two towers (shadow or fiend) If this is the case, send Wein to both, one
at a time, then resend Wein. When Goldark appears, engage him with Wein.
When sending the crews to the Shrines, the MUST go alone, no OTHER
generals or captives. IF you don't heed this, nothing will happen at the
shrines when they arrive.

Sounds like that you just need to defeat Goldark in some way or some form
to continue. I'd rechallenge him until you win.
