Nope.. I can't. I can't do lots of other moves for other characters too.
Is there a list of moves for the SFII and how to do it?

all kick buttons at the same time & the motion for ken/ryu's dragon punch.
you can do the motions towards or away from your opponent.

the game manual shows how to do it, but I still find it to be extremely
difficult to do, enough so that it becomes useless for me against the computer at higher levels. of course, I'm using the Nintendo controller. However, i have
never had trouble doing any moves on the Nintendo controller before, on either
the old SFII or the new SFII:HF. I can Dragon Punch over and over without
missing. But I CANNOT do this move. I get it maybe once every 10 times I a
attempt it. I think this is because doing a dragon punch (especially to the
left side) while pressing all the kick or punch buttons is just too convoluted
on the regular controller. If there was ever an argument for buying a joystick,
Dhalsim's teleport is it. What do people out there recommend for an SNES
joystick for under $100? I have heard the CE Championship Joystick is good.
Any suggestions?

There is an add-on to your controller that you can buy that will let you
program moves into it to execute on a single button. I'll find out the name
and price and post it here tommorrow. I believe two companies make this
type of controller.
But if you set your 'b' 'y' 'a' to all kicks, you should be able to
do the teleport easier...
